Seemingly a custom-cut cover for access to some utility, whoever maintains this panel seems to have taken proper care in not painting over the fastener (or fastener, as the case may be) but then whoever maintains the building wasn't similarly fastidious when painting the wall it's attached to (or perhaps grows out of). One of the few protruberances at the base of this building, it seems to house a magnet for small debris such as pebble, broken glass and cigarette butts.
