The steps and sidewalk had been in place long before issues of accessibility became matters of public policy. The Borough obtained grants to remove curbs at intersections and install access ramps. Now folks in wheelchairs are able to get to the steps at this corner.

I can picture three or four dudes in wheelchairs, all stuffed on that little curb, just shooting the breeze
